Felicia Y Sze, Associate
Felicia Y Sze has been an attorney with Hooper, Lundy & Bookman, P.C. since September 2004, where she practices in the firm’s litigation and reimbursement departments. Ms. Sze has been involved in regulatory litigation, including class action lawsuits against healthcare providers related to compliance with regulatory requirements and numerous policy-oriented cases involving the Department of Health Care Services.
Practice Areas
Ms. Sze’s litigation experience includes various reimbursement-related matters, including involvement in the successful challenges to Medi-Cal rate reductions or freezes in Mission Hospital Regional Medical Center v. Shewry (2008) 168 Cal.App.4th 460, Independent Living Center of Southern California v. Shewry (9th Cir. 2008) 543 F.3d 1050, and California Pharmacists Association v. Maxwell-Jolly (9th Cir. 2009) 563 F.3d 847; defending and/or developing the quality assurance fees on skilled nursing facilities and hospitals used to support cost-based Medi-Cal reimbursement; challenging regulations affecting healthcare providers; and suits against Medi-Cal managed care entities on behalf of non-contracted emergency service providers. Ms. Sze also advises clients on regulatory and reimbursement issues and assists clients on public policy matters.
Ms. Sze received her J.D. from the University of California at Berkeley, Boalt Hall School of Law in 2004. In 2002, Ms. Sze was awarded the Barbee Legal Research Fellowship for healthcare law. In addition, Ms. Sze served as Research Assistant to Professor Marjorie Shultz for three years, during which time she researched and edited publications related to medical mistakes and racial disparities in health.
Ms. Sze earned her M.P.H. degree specializing in Community Health Sciences/Health Policy from the University of California at Los Angeles in 1998. After graduating from the University of California at Los Angeles, Ms. Sze served as a Presidential Management Intern for the U.S. Department of Health and Human Services. In this capacity, she acted as the Regional Affairs Specialist to the Regional Director, Region IX.
