Linda Randlett Kollar, Partner

Practice Areas

Linda Randlett Kollar received her Bachelor’s Degree in American Studies from Scripps College, Claremont, California, in 1966.  She received her Juris Doctorate, cum laude, from Pepperdine University in 1985, where she was Editor-in-Chief of the Law Review.  She clerked for the Honorable Steven J. Stone, presiding Justice of Division 6 of the Second District Court of Appeal.

Ms. Kollar specializes in the representation of behavioral health care providers, including licensed non-profit community care facilities that provide residential treatment and foster care for children, and health care professionals including physicians, psychologists, licensed clinical social workers, and marriage, family and child counselors, throughout California.  Ms. Kollar devotes a substantial part of her practice to advising these behavioral health care providers on licensure, representing them in administrative and civil litigation, false claims matters including OIG investigations and qui tam litigation, in contract negotiations, as well as on the formation of integrated services and managed care issues.  Ms. Kollar represents many of the non-profit child welfare and behavioral health care providers with respect to their day-to-day operations, including responding to subpoenas, governmental reporting and regulatory compliance.  She also has expertise in the areas of special education, privacy, confidentiality, HIPAA and minor’s consent for treatment issues.

Ms. Kollar has a significant amount of experience in business law and litigation, including appellate work.  Ms. Kollar’s litigation experience includes environmental, employment, and real property matters, including trials, opinion letters, and client counseling (see attached listing of representative cases).

She has been awarded Martindale-Hubbell’s highest peer review rating “AV” and also selected every year by her peers (since 2004) as one of Southern California’s Super Lawyers in Los Angeles Magazine.  In 2000, she was awarded the David & Margaret Home Award for Reflections in Excellence for her outstanding services to children and the community agencies which care for them (see attached listing for additional professional affiliations).

Before becoming a lawyer, Ms. Kollar was a social worker with the Los Angeles County Department of Children & Family Services, where she worked as an investigator on behalf of abused and neglected children for the juvenile court, and was responsible for placing children in foster care and treatment facilities.  Ms. Kollar had responsibility for working with families and the courts in order to do both short term and long term planning for children.

Ms. Kollar has lectured throughout the United States as a speaker at the Child Welfare League of America Regional Conferences, has gained recognition for her expertise throughout California, and is a sought-after speaker.  She has lectured to a variety of trade organizations, as well as providing in-service training to the many providers she represents.

Ms. Kollar has written numerous legal articles and articles on child welfare.  She recently contributed to the book, Supervision and Related Issues:  A Handbook for Professionals.
